New EDC criteria and guidance from ECHA

Recently ECHA has published draft human health assessment and evaluation guidance for biocidal products. This new document is intended to complement the European Commission’s proposed criteria for identification of endocrine disrupting chemicals (EDCs), and will be applicable to both biocides and pesticides. The draft guidance is open for public consultation until 31 January 2018. There will be a workshop at the beginning of February 2018 to test the applicability of the draft guidance.

Endocrine disrupting chemicals are substances which affect hormonal systems resulting in adverse effects which may occur even at very low concentrations. Work has been going on for a long time to establish testing and criteria to evaluate these types of effects. In June 2016, the European Commission published draft criteria for Biocidal products (BP) and for plant protection products (PPP). These criteria have been discussed, and several revisions published.

The EDC criteria for BP were accepted in July 2017. They entered into force on 7th December and will apply to all biocides applications from 7 June 2018.

In a meeting on the 12/13 December 2017, the draft EDC criteria for PPP were accepted. The draft Regulation will be considered by the Council and the European Parliament, and is expected to be adopted in 2018.
