New Biocidal Product Regulation

The new Biocidal Product Regulation (BPR, 528/2012) entered into application on the of 1st of September, replacing the Biocidal Products Directive (BPD, 98/9/EC). The new Regulation aims to harmonise the biocides market on Union level, simplify the authorisation and approval of active substances and introduce timelines for member state evaluations and decision making. Similar to REACH, the goal of the new Regulation is also to reduce animal testing, partly through mandatory data sharing. Proposals for amendments have already been submitted based on feedback from industry and competent authorities, which are scheduled for the beginning of 2014. The new regime is expected to tighten the market for biocidal products in the EU by increasing consistency, thorough assessment, and substitution of the most hazardous substances where possible.
